Function attribute

attribute(key: string, namespace?: string): (value: string) => Attribute
Creates a new specifying attribute with the key and value.
Parameters
- key: string
  A name of the attribute such as alt.
- namespace: string = ""
  A namespace of the tag such as http://www.w3.org/2000/svg.
Returns (value: string) => Attribute
The new fact.
