Function build

build(bounds: Bounds): (edges: List.List<Edge>) => Graph.Graph
Builds a new Graph with edges, limiting the indices by bounds.
Parameters
- bounds: Bounds
  A range of indices that allowed in edges.
Returns (edges: List.List<Edge>) => Graph.Graph
The new graph.
